After the reboot, the install UI comes up, the statys stays "expanding files (21%)" but the ellipses (dots) move (so it seems that the installer is trying to do something). After about 10 minutes, the installer throws a popup saying "Install is cancelled. The installer encountered an error and cannot continue".

I got the same error again on restart. I've read before the first guide that you posted and I feel like I've done exactly what it says to do. One strange thing I've noticed is during install it acts like it already has all of the install files ready. It goes to the "expanding files" stage after only a few seconds.

During the Clean Install everything was fine until the program was expanding files. Once it was at 27% the following error message came up.
